On the occasion of the International Film Festival Rotterdam Festival, the Hubert Bals Fund is preparing to bring together the reprentatives of the South’s different film funds based in Europe. This meeting aims to harmonise the procedures and to facilitate access to information for beneficiaries. It is taking place in a context of a spectacular fall in amounts allocated. 2011 has in fact been a year of financial scarcity in the course of which the sum total granted by the seven main participating funds has fallen by almost a third compared to the previous year.
